Bayelsa State Higher Education Students Loan Board 2019

The Bayelsa State Higher Education Student Loan Board was specially created by the Restoration Government of Gov. Henry Seriake Dickson to provide unfettered access to loans for tertiary education in the state.

Background

The Bayelsa State Higher Education Student Loan Board was established to offer financial assistance to financially challenged students of Bayelsa State origin enrolled in various higher institutions nationwide.

What We Do

We offer the provision of financial loans to aid the educational advancement and human capacity development targeted at building the manpower base of the state.

Aims and Objectives

1. Increase equitable access to technical and higher education in the state

2. Facilitate the mobilization of Funds to provide interest free revolving loans to State indigenes studying in institutions of higher learning in the country for the payment of tuition fees and other related expenses.

3. Ensure constant and sustainable supply of loans to qualified students’ applicants for the purpose of providing qualitative education.

4. Provide opportunities for qualified students of Bayelsa State origin who may not be able to afford higher education on their own

5. Ensure a balance in discipline and competence diversity in higher education in the State.

6. Develop and support course critical to the development of the State and to ensure quality education to indigenous students through quality assurance and supervision; and

7. Create a pool and guaranteed supply of competent manpower in Bayelsa State.

Functions of the Board

1. Supervise, coordinate, administer and monitor the management of the students’ loan scheme in the State;
2. Develop requirements, guidelines, criteria and modalities for qualification, disbursement and repayment or loans
3. Control, monitor and coordinate the student loan account/fund and ensure compliance in respect of disbursement and repayment.
4. Monitor and maintain information on academic records, year of graduation, national service and employment in order to ensure that they commence repayment of the loan as when due
5. Liaise with the employers of the grantees and conclude documentation with employers to ensure that the required sum to be deducted from the grantees salary and remitted to the student loan fund/account as directed by the Board.
6. Exercise all legal rights towards, recovering all loans and enforcing the provisions of this law
7. Issue a report to the House of Assembly and the Governor on the performance of the student Loan on quarterly basis;
8. Notwithstanding any provisions of the law or any other legislation applicable in the State; provide rules and guidelines including methods of application, qualification, criteria and proof of identification to prevent multiple allocation to an individual impersonator to non-existing person and similar vices;
9. Enter into any negotiation, agreement, contractual relationship, such as may be necessary or expedient for the discharge of the functions of the Board; and
10. Conduct studies, researches, investigations that may further the attainment of the goal and development of the students’ loan scheme in the State.

Before proceeding to apply for a student loan, Applicants must be indigenes of Bayelsa state and must have secured admission into any public tertiary institution in Nigeria. Note that applications from students in foreign universities and private universities within Nigeria will not be processed..

To apply online for the loan, students are required to click the “Apply Online” button/link from the homepage to begin the registeration process.

Offline registration

If you wish to apply and submit in person, please adhere to the guidelines below.

1. Download and print-out the application form using the link above.
2. Download and print-out 2 (two) guarantor’s forms using the link above
3. Attach 2 (two) passport photographs to the completed application form
4. Attach all necessary documents required in the application form before submission.
5. Submit the duly completed application form and guarantor’s forms to our office in the following address. Education House, #1, Old Water Board Road, Ovom, beside Samson Siasia Sports Complex, Yenagoa, Bayelsa State.

Bayelsa State Higher Education Students Loan Board 2019

Applicants must be indigenes of Bayelsa state and must have secured admission into any public tertiary institution in Nigeria. Note that applications from students in foreign universities and private universities within Nigeria will not be processed.

GENERAL TERMS AND CONDITIONS

These terms and conditions are applicable to all applicants. Applicants will ONLY be considered for the loan upon
acceptance of the following terms and conditions.

1. Informatioon provided by applicant must be correct and accurate
2. Application must be accompanied with two duly signed guarantor’s forms. One of the guarantors must be a
civil servant of not less than grade level 12; or a recognized Traditional Ruler or a Lawyer, or a medical Doctor,
or other recognized professions with at least 10 (ten) years post qualification experience or practice
3. Applicants and/or guarantors’ income must not be less than N500,000.00 (Five Hundred Thousand Naira)
only per annum
4. No guarantor shall guarantee more than 3 (three) applicants within six years except one or more of the
applicants have completed their studies and have commenced the loan repayment
5. Applicants must submit previous academic record if in year 2 and above
6. Undergraduate Applicants from 200 level and above must have a CGPA of not less than 2.5
7. Applications will be processed yearly for both old and new prospective beneficiaries. However, old
beneficiaries will only complete a loan renewal form.
8. Beneficiaries/guarantors must repay the loan fully within a year/academic session to qualify to apply for
subsequent loans. Loan repayment starts after a six months moratorium period. Notwithstanding,
applicants who do not have the means of repayment stated herein must start their loan repayment one (1)
year after youth service.
9. Applicants’ original certificate shall be in the custody of the Board pending the final repayment of the total
loan amount. However, beneficiaries can apply for their certificates where they are needed to be sighted by a
prospective employer and must be returned to the Board after such exercise.
10. Applicants from educationally disadvantaged local government areas may be given preferences.
11. The Board shall not be held accountable for an application that is not successful

Disqualification

Subject to the terms and conditions stated above, applicants shall be disqualified on the following grounds.
1. He/she is proven to have defaulted in any previous loan granted by the State, Federal Government or any
other organization
2. He/she has been found guilty of examination malpractice by any school authority
3. He/she has been indicted or adjudged to be involved in cultism or other anti-social vices in society
4. He/she has been convicted of felony or any offence involving dishonesty or fraud
5. He/she has been convicted of drug offenses or related crimes
6. He/she is proven to be insane

Defaulters/Penalty

1. The board shall take all legal means against defaulters and charge them before a court of competent
jurisdiction to recover any sum due as to the revolving loan
2. Notwithstanding the fact that the loan is interest free, anyone found guilty for defaulting shall pay 15 per
cent interest or Bank’s prevailing interest rate (whichever is higher) on the outstanding sum due for
repayment
3. Any recalcitrant defaulter shall be charged before a Magistrate Court and if found guilty shall be liable to a
fine of twice the sum due for repayment or an imprisonment ranging between 6 (six) months and thirty six
months or both

Before proceeding to apply for a student loan, You must be a duly Matriculated Student of a Nigerian University evidenced by an Admission Letter and a Matriculation Number.
Please have the following basic requirements before registering and applying for a student loan.

1. FOR ONLINE APPLICANTS

To qualify for the loan, students must have complied with the following:

1. Upload all necessary documents required in the online application form
2. Download and print out 2 (two) guarantor’s forms
3. Submit the duly completed guarantor’s forms online
4. Submit application form upon completion online

Stage 1:

This shall involve compliance with online registration by all eligible students from Bayelsa State origin, in tertiary institutions in Nigeria, through Bayelsa State Higher Education Student Loan Board’s website: www.byshelb.ng.

Stage 2:

When eligible students have successfully completed the registration process, the Board shall disburse the applicable loans via e-payment mode, directly to the respective student’s nominated institutions.

2. FOR OFFLINE APPLICANTS ( OFFICE SUBMISSION)

1. Download and print-out the application form.
2. Download and print-out 2 (two) guarantor’s forms.
3. Attach 2 (two) passport photographs to the completed application form
4. Attach all necessary documents required in the application form before submission.
